Symptoms
On : Oracle BI Publisher 12.2.5.0 version
When try to get Report Definition via REST API, it is fails with the following error.

The issue can be reproduced at will with the following steps:
1. Create data model and report in BI Publisher.
2. Access report from BI Publisher application. It works fine.
3. Try to access report via REST API. This fails with the above error.
