Symptoms
ACTUAL BEHAVIOR

AME not auto approving journal when attribute "AT_LEAST_ONE_RULE_MUST_APPLY" set to "false" and No Rule exist
Instead its forwarding the approval where its failing with "no approver found"
EXPECTED BEHAVIOR
-----------------------
AME should approve the journals when the attribute "AT_LEAST_ONE_RULE_MUST_APPLY" set to "false" and No Rule exist
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log in to AME Business Analyst
2. Goto attributes and set attribute "AT_LEAST_ONE_RULE_MUST_APPLY" set to "false"
3.Save and make sure for the journal submitting no rules defined.
4. Switch to General Ledger responsibility and make sure that below setups are done
a. Ledger is check with "Enable Journal Approval"
b. Journal source for which journals are entered is enabled for approvals (Setup > Journals > sources)
5. Make sure the profile option "Allow Journal Preparer Approval" to No
BUSINESS IMPACT

Due to this issue, users cannot use AME for approval process when auto approval is required.
