Huge performance issue with OTL Mass Edit functionality after upgrade to R12.2.8 (Doc ID 2682384.1)

Symptoms

On : 12.2.8 version, Time Entry

ACTUAL BEHAVIOR
---------------------------
Update any Element with mass edit save is taking too much time and after that it is releases automatically without saving the time cards
after upgrade to R12.2.8


EXPECTED BEHAVIOR
---------------------------------
Prior to upgrade 12.2.8 it takes  only 15 to 20 minutes to update an element of 2000 time card entries for a date via mass edit form.
But, Now it takes 5 to 6 hours to complete.



STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Responsibility : XX XX OTL Administrator

2. Navigation: Timekeeper Entry > Enter Group Name , Period > Find

3. Click on Mass Edit and submit the changes.

4. It takes more time (5 to 6 hours ) for completion

Issue is observed only after upgrade to R12.2.8
