Symptoms

 Cannot shutdown "MWA Telnet Server"
Getting an error when trying to shut down the MWA listener.

mwactl.sh -login sysadmin/sysadmin stop 20270
MWA Telnet Server Release: 1.0.8.4 [December 12th 2002]
Error: ServerManagerListener returned 'AUTHENTICATION_FAILED'
mwactl: Error shutting down Telnet server

Changes

 The customer had changed/customized the responsibility_key for SYSTEM_ADMINISTRATOR.
