On : 12.2.8 version, Change Order

Withdrawing an In Process RCO Doesn't Cancel Approval Notifications and Creates WF Database Error

When users withdraw an RCO pending approval the primary workflow is cancelled but the approval workflows are left active. When an approver responds to the workflow the system generates the following workflow error:
Approval workflow database error occurs while approving Purchase Requisition XXXXXX

Contact your system administrator to identify the problem and to use SQL*Plus or Workflow Monitor to reactivate the approval workflow where it left off.

Give your system administrator the following information:

PL/SQL procedure: POR_AME_APPROVAL_LIST.is_req_pre_approved
Error: ORA-20002: 3133: Activity instance 'BLOCK' is not a notified activity for item 'POREQCHA/XXXXXX-XXXXX-XXXXX'.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Create Requisition and approve.
2. Create Purchase Order and approve.
3. Create RCO against Requisition.
4. Withdraw the RCO while it is still in approval process.
5. Respond to the RCO approval notification.
