Symptoms
E-Business Suite 12.2 Technology Stack, Autoconfig related issues
After the upgrade to 19c per the steps on <Note 2530665.1>, all Autoconfig processes for the DB and Apps tiers run significantly slower.
For example:
1. No delay using Autoconfig with 12cR1 database
2. No delay after upgrading to 19c on RAC before converting to PDB.
3. After converting to PDB, Autoconfig takes nearly 5 minutes on DB node and 9 minutes on application node.
Changes
Upgraded to 19c and converted from single node DB to PDB.
