Journal Approval Workflow With Error Message 3120 'No Approver Found'

You have submitted Journal for Approval but the process fails with "No Approver Found" message.
The status of journal was marked as "In Process", however, neither the approver nor the System Administrator could find the journal in Notifications screen.
The preparer may receive a notification with the message:
No approver was found to approve your journal batch
or the wfstatus script (see <Note 116375.1>) may show an error message similar to the following:
Activity : Notify Preparer of No Approver Found
Error name : WFENG_NOTIFICATION_PERFORMER
Error message : 3120: Activity 'GLBATCH/%' has no performer.
The problem may occur only for specific users and/or supervisors or specific Ledgers/Set of Books.
