Unable to Create a Bill Using "Billling" GlogXMLElement (Doc ID 2687167.1)

Symptoms

An XML with GLogXMLElement/Invoice successfully creates an Invoice. However an XML with GLogXMLElement/Billing does not create a Bill. The XML does not fail (shows Processed). The Object ID for the Transaction is null.
