Users Need To Log in Again When Opening OAF web page from Form In IE After Implementing Java Web Start

Symptoms
The issue can be reproduced by the steps:
1. Log in to EBS by any user
2. Select "System Administrator" responsibility
3. Select "Define Profile Options" to open form
4. "Profiles" form opens
5. Close "Profiles" form
6. Select "+ Oracle Applications Manager" and "License Manager" in the "Navigator" form
7. New IE window opens and Log In page is displayed

Notice: the same issue can happen on any forms not limited in "Profiles" form. The issue only occurs on IE, any other supported web browsers (Edge, Firefox etc) work fine.
