GST : Unable to open tools India tax details menu for payables invoices whose distributions are only entered (Doc ID 2687382.1)

This stands observed post application of the latest RUP 11 patches wherein India tax details form menu isn't opening for a particular scenario 
where distributions are defaulted via default distribution set but are not saved. 

Steps for replication 
----------------------
1. Enter invoice header .Ex: 10,000 Rs as invoice amount.
2. Enter two lines with Line type as Item and also enter "Default Distribution set".
    Ex: Line 1. Item with amount as 5000. Enter default distribution set by selecting the relevant ccid's. 
             And Save on line level .
          Line 2. Item with amount as 5000 and default distribution set .
                     Record is saved at line level.
3. Discard Line number 1.
4. Now, click on Save at invoice workbench form.
5. Select invoice header and tools - India Tax details menu isn't opening even though selected. 

Though line 1 stands discarded there exists valid another line and equally system should allow taxes to be applied on the transaction.
If this isn't allowed , wanted to know the correct approach in handling this requirement.
