PAXINEAG: After Upgrade from 12.1.2 to 12.2.9, the Customer Number List of Values (LOV) on the Agreement Shows Only One Customer (Doc ID 2687518.1)

Symptoms

After updating to 12.2.9, when querying a customer number in the Agreement form, all of the locations for the customer no longer appear.  When querying in Project's form, all of the addresses are still viewable.  The data in views PA_CUSTOMERS_LOV_V and PA_CUSTOMERS_V agree between UAT (12.2.9) and PROD.  When tested internally against a customer with multiple bill to's, only 1 customer exists in the LOV...the primary customer.

Description: Added condition to fetch primary bill to /ship to address in customer lov.
