Manage Proxies Is Available To Unauthorized Users (Doc ID 2692017.1)

Symptoms

1. I have the responsibility that is allowed access to manage proxies and I can see the link off the tool bar correctly (manage proxies)
2. User Kawrigh does not have the responsibility and from the homepage cannot access ‘Manage Proxies’
3. If she clicks to ‘Access Requests’ and then tries she can then assign a “proxy’ even without the responsibility or being granted ‘Manage Proxies’ role.
4. This is our configuration and I haven’t assigned the ‘Manage Proxies’ role to the user
I have configured the manage proxies ability to only be available to a single responsibility or to user that are assigned the role HDR Manager Proxies (same as the seeded version).
