EBS-SSO Unable to login seeing OAMSSA-20027: Could not get user error on OAM logs (Doc ID 2692035.1)

Symptoms

After integrate EBS 12.2 with OAM/OID 11g, some users are unable to login

After entering user and password, OAM Login Credentials page shows

This user account is locked or disabled. Please contact the System Administrator
