EBS-SSO Unable to login seeing OAMSSA-20027: Could not get user error on OAM logs

Symptoms
After integrate EBS 12.2 with OAM/OID 11g, some users are unable to login
After entering user and password, OAM Login Credentials page shows
This user account is locked or disabled. Please contact the System Administrator
OAM shows this error
