Message Body Is Empty When Replying To An Email Message in Email Center (Doc ID 2692043.1)

Symptoms

After the application of <Patch 24453337>: IEM :12.1.3+: RUP FOR MAY 2018, when users reply to messages in Email center, the recipient receives an empty email message. At times the entire message is missing.

Steps
(R) Email Center Agent Console
(N) Home > Inbox
Open email message
Reply
Send

The Customer receives an empty email message.

At times, the following error message is seen:
java.sql.SQLException: ORA-12899: value too large for column &#34;IEM&#34;.&#34;IEM_MSG_PARTS&#34;.&#34;PART_NAME&#34; &#40;actual: 85, maximum: 80&#41;

at oracle.jdbc.driver.T4CTTIoer.processError&#40;T4CTTIoer.java:445&#41;
at oracle.jdbc.driver.T4CTTIoer.processError&#40;T4CTTIoer.java:396&#41;
