Message Body Is Empty When Replying To An Email Message in Email Center

Symptoms
After the application of <Patch 24453337>: IEM :12.1.3+: RUP FOR MAY 2018, when users reply to messages in Email center, the recipient receives an empty email message. At times the entire message is missing.
Steps

The Customer receives an empty email message.
At times, the following error message is seen:
java.sql.SQLException: ORA-12899: value too large for column "IEM"."IEM_MSG_PARTS"."PART_NAME" (actual: 85, maximum: 80)
at oracle.jdbc.driver.T4CTTIoer.processError(T4CTTIoer.java:445)
at oracle.jdbc.driver.T4CTTIoer.processError(T4CTTIoer.java:396)
