Manual involved party entry doesn't work for Create Secondary Charge action.
When we are trying to enter the involved party using the "Create Secondary Charge" action, the system does not make an entry in the shipment involved party

STEPS TO REPRODUCE
-------------------------

1) Created Buy shipment with Service Provider and shipment Type: TRANSPORT
2) Click on Action-->Shipment Management-->Manage groups and charges-->Create Secondary Charge
3) Enter Shipment id with below details MODE: TL and also
enter Involved Parties details with Qualifier.
4) Once the Secondary charge created the involved parties details are available in Secondary charge shipment
but not in primary shipment
