Error "Unable to Perform Transaction on the record" displays when Submit/Save the Credit Recommendations (Doc ID 2695382.1)

Symptoms

On : 12.2.9 version, Setup and Policy Management

 Not able to submit a  Credit recommendation.

ERROR
-----------------------

Unable to perform transaction on the record.
Cause: The record contains stale data. The record has been modified by another user.
Action: Cancel the transaction and re-query the record to get the new data.


STEPS
-----------------------
The issue can be reproduced at will with the following steps :
- Navigate to Credit Management super user responsibility.
- Analysis Tab
- Query Case folder, click on the update button
- Navigate to Recommendations
- Create Recommendation
- Apply
- Submit the Case folder.
- Below error displays "Unable to perform a transaction on the record.
Cause: The record contains stale data. The record has been modified by
another user.
Action: Cancel the transaction and re-query the record to get the new data
