Labor Distribution Encumbrance Transactions With Wrong Task Ids Showing in Grants Accounting (Doc ID 2695729.1)

Symptoms

Task ids in gms_encumbrance_items_all are incorrect after processing labor distribution (LD) items. These lines do not match the task id in LD. When the encumbrances were liquidated, the task id used for the liquidation matched LD, however these lines do not match-up with the original task ids, so the net result is we have encumbrances still hanging on the accounts.
