How to Split 'Picked Partial' Sales Order lines, manually or programmatically

For example say there is a sales order with 150 quantity

1.PO receipt was performed only against 70 quantity
2.SO line status got updated to 'PO-Partial'
3.Pick Release was done for 70 quantity
4.Delivery was not Ship Confirmed
5.PO receipt was performed for remaining 80 quantity
6.SO line status got updated to 'Picked Partial'

When user attempts to Split this sales order line having status 'Picked Partial', they are getting error message -  "Line has been pick confirmed/staged."

It is seen that processing constraint has been enabled to - Not Allow Splitting of the Pick Released Line. User wants to know if this constraint was added as part of any patch in past
