Problem Statement:

When attempting to Run Mass Appraise Change,
the following error occurs.

<Employee Name> is not part of the plan. Main Appraiser Change failed.

Steps to Reproduce:
The issue can be reproduced at will with the following steps:

1.Upgrade to 12.2.9

2. Go to HR Professional Responsibility
2. Run Mass Appraiser Change
