AutoConfig Fails during Execution of ADEXECSQL.PL on Applications Tier

Symptoms
When upgrading the database of R12.1.3 env from 12c to 19c following <NOTE:2580629.1>,
Section 2.5 Convert Database to Multitenant Architecture, Step8 Run AutoConfig on Applications tier,
below error occurred:

STEPS

1. Apply all the steps in <NOTE:2580629.1> Section 2.1 to Section 2.5 Step7.
2. Then, in Section 2.5 Convert Database to Multitenant Architecture, Step8,
Run AutoConfig on Applications tier.
