Modified "Start At Date" for Scheduled Requests Is Not Taken into Consideration

Symptoms
After changing the "Start At Date" for a Scheduled Request, the new time is not taken into consideration and the request doesn't run at that time.
Steps to reproduce the behavior:
1) Schedule a request to run periodically (Eg. once per day)
2) Go to the scheduled request which is showing the status "Pending Scheduled" -> click "View Details" -> go to "Schedule" -> change the "Start At Date" to another time (Eg. a later time today)
Result: The request does not run at the new time and stays in status "Pending Scheduled". Instead, the request runs at the initial scheduled time.
