Punchout Errors: Error Code: 201 Unable To Reach Supplier Site (Doc ID 2705781.1)

Symptoms

On : 12.1.3 version, Punchout to Supplier or hub

When attempting to punchout to supplier
the following error occurs.

Note: Other punchout vendors have no issue it is only this one punchout vendor after upgrading TLS

Unable to send the Login Request XML.

The issue can be reproduced at will with the following steps:
1. iProcurement > Shop > Punchout to supplier
2. Exception error occurs upon punchout
