When attempting to Baseline Cost Budget,
the following error occurs.

FINANCIAL PLAN RULES VIOLATED
The funds check process encountered errors during baseline of Cost Budget

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Projects Accounting Responsibility-->Budget-->Click on Baseline
