After Assgining User Management Responsility to an EBS user, Only "Responsibility" Can Be Used. (Doc ID 2712103.1)

SYSADMIN has "User Management" responsibility and SYSADMIN can see following functions when they select the responsibility.
And SYSADMIN can see tabs of the same names in "User Management" page.

• Users
• Roles & Role Inheritance
• Role Categories
• Registration Processes
• Security Reports
• Proxy Configuration
• Responsibility

However, if you assign the responsibilityto an user, the user can't select functions other than "Responsibility"
and an only tab you can see is "Responsibility"

What should we do to see other functions like SYSADMIN ?
