Symptoms

When applying Patch 31789430 the following error is thrown:

0/0 PL/SQL: Compilation unit analysis terminated
1/14 PLS-00201: identifier 'JAI_APEX_JSON_PKG' must be declared
1/14 PLS-00304: cannot compile body of 'JAI_APEX_JSON_PKG' without its
  specification
