Symptoms
After the upgrade 12.2.9 , users are testing workflow in Projects. They receive message in the rule note 1:
Rule Note 1 :
There is no budget year defined in General Ledger for this Projects budget line.You must define a budget year in General Ledger in order to successfully baseline the project budget.

The project is for the current year and the periods for PA and GL are open.
The workflow does not continue processing for approval of the project budget.
