PAXTREPE Pre-Approved Batches form - Able To Delete Costed Expenditure Items (Doc ID 2718367.1)

Symptoms

From the Pre-approved batch 'Enter' form, if a user tries to update the batch and perform 'Delete' action then
the PA_EXPENDITURES_ALL and PA_EXPENDITURE_ITEMS_ALL have been completely deleted.
PA_COST_DISTRUBUTION_LINES_ALL items still exist. All XLA and GL data remains.

User should not be able to delete costed expenditure items.
