While Posting A New Pre Solicitation Notice on the FBO/SAM Website the Status is Never Updated and Remains Blank (Doc ID 2718381.1)

Symptoms

Using the SAM/FBO interface, the XML concurrent program completes successfully but the posting status is never initiated or kicked off and Just stays blank


Steps to Reproduce the Issue
----------------------------------

  1. Go to the Buyer Work Center and Click on the Negotiations tab
  2. Create a new Solicitation
  3. Click the Post button after entering necessary Solicitation information
  4. The concurrent request "Generate Notices for FedBizOpps Posting" is launched and completes normal
  5. Notice the "Posting Status" field on Posting Details of the Solicitation is null or blank
