Unable to Consolidate Orders on Single Multistop Shipment When Using "Re-use Equipment" Equipment Assignment Type on Itinerary (Doc ID 2718489.1)

Symptoms

A two-leg itinerary is created where the second leg is set with an "Equipment Assignment Type" of 'Re-Use Equipment" and an "Auto Consolidation Type" of "NO AUTO CONSOLIDATE". Two orders are planned using this two-leg itinerary where they share the same source location, but have different destinations. It is expected that the orders are planned together on both legs, therefore creating two shipments (one for each leg). However, the orders are not consolidating on either leg, and therefore creating a total of 4 shipments (one for each order on each leg)
