Question1:How can one create a custom qualifier attribute for the Party (registry ID) to be used on modifiers?

--national accounts are grouped by registry id
--use this registry id ( party id) as a qualifier in the modifier


 
Question2:Seeded qualifier for party_id has been modified for a different operating unit and we lost the seeded setup.
                 Can one provide the setup or configuration document with details for how to set this up?
