Unable To Schedule ECC Jobs Through EBS

Goal
Able to submit jobs though ECC developer and getting data but not able to submit same through EBS. Program completing successfully but we can see below error in log file of same program.
Pease note when we we submit ECC Data load program it triggers two programs :
1.ECC Run Data Load ----Which loaded metadata. This program completing successfully but we can see error in log file and out file of this program.
2.Payables Command Center Data Load ---this program is going in pending normal state and not coming in running state.
