On : 12.1.3 version, Allocations
When attempting to run PAXALGAT module: PRC: Generate share transaction in Chinese version of apps ,
the following error occurs.

MSG-00101: ORA-01843: not a valid month
MSG-00109: Run ID is
REP-1419:'beforereport': PL/SQL program aborted.
REP-0069: Internal error
REP-57054: In-Process work has been terminated: Error causing termination:

The issue can be reproduced at will with the following steps:
1. Log into projects
2. Run the program PAXALGAT
