"Created By" LOV In Iprocurement Search Does Not Show Terminated Employees

ACTUAL BEHAVIOR

"Created By" List Of Values (LOV) in Iprocurement Search does not show terminated employees
Issue began to occur after upgrade from R12.2.7 to R12.2.9 and the database upgraded from 11 to 19c.
After the upgrade the "Created By" LOV in the Requisition Search and Receiving Search does not show terminated employees.
EXPECTED BEHAVIOR

Expect to be able to see all employees who have created document regardless of whether working or terimated
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. iProcurement > Requisitions tab
2. Click on Search button > Search and Select: Requisition Created By
3. Search by Name for a known terminated employee
4. Unable to find terminated employee
