When Step Tender Is Withdrawn The Equipment On The Shipment Changes (Doc ID 2722922.1)

Equipment changes on a Step Tender when it is manually withdrawn from a carrier. The issue is seen where they have multiple equipment available and the user on a shipment tries to Change Service provider, and select the check box Allow alternate equipment and refresh Then when they:
Step Tender (Action--> Step Tender Shipment) At that point, the example provide, the equipment for the shipment is YYYY, put 1 minutes and ok and refresh , it keeps the equipment YYYY, but if the user intervenes and manually Withdraws the tender --> and refresh, the equipment changes from YYYY to XXXX

Customer notices that the cost typically remains the same If they go :
Action--> Change Service provider to review the list and see the cost, they see that it is not re-driving the cost. If there is a difference in the cost, it was not re driving the rate, it is changing the equipment based on the equipment that the carrier had ( and not related to the cost)

The issue can be reproduced at will with the following steps:

1. Step tender on shipment (Actions-->Shipment management-->tender--> Step Tender Shipment
2. within the minute of tendering the step tender, withdrew the tender.
3. Once the tender is withdrawn, upon checking the shipment, we see that now the equipment had changed
