Budget Entry Method Not Available In LOV Of Revenue Budget

Symptoms
After a recent upgrade from 11i to R12, not all existing Budget Entry Methods are available in the List of Values for Approved Revenue Budget.
However, the same budget entry method is available in List of Values of for Approved Revenue Budgets in 11i.
The projects in 11i and R12 have the same attributes like project template, project type, etc. However, for the project in R12, this budget entry method is not available.
The Project has no existing budget versions.
Unable to update the defaulted Budget Entry Method.
Other Budget Entry Methods do show in List of Values, but not the desired one. The same works in 11i.
Changes
Upgraded from 11i to R12.
