Restrict WIP Issue To Components In Job Or BOM Only (Doc ID 2724048.1)

Goal

How can I restrict a user from issuing a component that is not part of the Job/BOM.
We do not have Item substitution for some of our product types.
Please let me know if we have a standard functionality that can meet this requirement.
Our Components are Push Components.
