Customer Created and Active But Customer Cannot be Retrieved on the AR Transaction Form (Doc ID 2724569.1)

Symptoms

R12+ version, Customers Module, the customer record is created and active, but the account cannot be retrieved on the transaction form or other forms within EBS that display the customer / account.
Several customers have been created and are active.   The account and account address details have been verified using the Trading Community Architecture Analyzer and SQLPlus queries.
But none of these accounts can be retrieved on the AR transaction or Customer form.
