IN EBS 12.1.3 Environment,

ACTUAL Behavior

We are moving from a single node EBS installation to RAC setup with multi application nodes and upgrading from 12c DB to 19c DB and i'm trying to Register OAM Instance issue for Oracle SSO however i receive the below error
EBS version : 12.1.3 (2 nodes)
DB : 19 c (RAC)
SSO : 11g
script : $FND_TOP/bin/txkrun.pl -script=SetSSOReg -registerinstance=yes
Error :
*** ERROR : Listener refused the connection with the following error:
ORA-12505, TNS:listener does not currently know of SID given in connect descriptor
The Connection descriptor used by the client was:


EXPECTED Behavior
-------------------------------
Should be able to run the txkrun.pl script to register the instance

Steps to reproduce
--------------------------
Issue can be reproduced by doing the following:
Run the following script
$FND_TOP/bin/txkrun.pl -script=SetSSOReg -registerinstance=yes
