On : 12.2.9 version, Batches
When attempting to Release a batch that had been transacted and Unreleased in a previous period,
the following error occurs.

The batch can not be released when transactions exist in a closed accounting period
STEPS

The issue can be reproduced at will with the following steps:
1. Try to release a batch that had been transacted and unreleased in a previous, closed period
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot release and start the batch.
