Cost Code LOV Does Not Return Any Row in Self-Service Assignment Costing (Doc ID 2726188.1)

Problem Statement:

Cost combination is not retrieved when searching the cost codes in the Self-Service Assignment Costing "Search and Select: Cost Codes" page.
When clicking on the "Create" button to create a new combination, nothing happens.

Steps to Reproduce:

The issue can be reproduced at will with the following steps:

1.  Login as Manager Self-Service
2.  Go to Assignment Costing and select LOV for Cost Codes
3.  In the Cost Codes popup window, select the code and click "Search" button.
4.  Cost combinations are not retrieved.
