Goal

Upgraded from 12.1.3 to 12.2.8.  

In Revenue Review, two revenue event lines were created where it should show only one revenue event line.  The project distribution rule is Cost/Work.  This has worked in 12.1.3 with no issue, but occurs in 12.2.8.
