AR Transaction details having 0% tax rates not inserted into JAI_IRN_DETAILS table.

EXPECTED BEHAVIOR

AR Transaction details should have been inserted into JAI_IRN_DETAILS table.

STEPS
-----------------------
The issue cannot be reproduced at will but can be observed with the following steps:
1. Login to Receivables superuser responsibility.
2. Go to Transactions > Transactions
3. Create a new transaction with 0% tax rates.
4. Go to Tools > India Tax Details form.
5. Observe that Tax invoice number generated successfully.
6. Check the data in JAI_IRN_DETAILS table and notice that transaction details does not exist.
