ACTUAL BEHAVIOR

When using the GMD_RECIPE_DETAIL.create_recipe_vr API to create recipe validity rules, the validity rules are created with status NEW, even though 700 (Approved for General Use) is passed in to the API.

EXPECTED BEHAVIOR

Expect the validity rule to be created with status Approved for General Use

The issue can be reproduced at will with the following steps:
1. Create a recipe
2. Create a validity rule using the GMD_RECIPE_DETAIL.create_recipe_vr API

Due to this issue, users have to go through the extra step of changing the status of every VR they create.
