On : 12c version, Enterprise : Administration

ACTUAL BEHAVIOR
---------------
After install cannot Administration button in  BI Publisher using weblogic user

EXPECTED BEHAVIOR
-----------------------
Administration button should be visible under weblogic user

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Install BIP
2. Login with weblogic
3. Administration button should be there

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot Configure the application
