On : 12.2.5 version, Transaction Control

ACTUAL BEHAVIOR
---------------
Created a custom solution via a subscription to the business event "oracle.apps.ont.hold.action" which calls a custom package when a Hold is Applied or Released.  The solution was tested in multiple instances and migrated to Production Instance. Recently the process stopped working.

EXPECTED BEHAVIOR
-----------------------
Expect business event to to apply hold.

STEPS
-----------------------
The issue can be reproduced when running custom business event.
