When running the Maintain Designee Eligibility process on an effective date that is after the override through date, that the compensation object is not being evaluated by the concurrent process.

EXPECTED BEHAVIOR

When running the Maintain Designee Eligibility process on an effective date that is after the override through date, that the compensation object should be valuated by the concurrent process.

Steps to Reproduce:
The issue can be reproduced at will with the following steps:

1.  Run " Maintain Designee Eligibility "
   
   
2.  Check log file to confirm that the dependent is not picked at all.
