While trying to hire an Ex-Employee who is an Applicant now receiving below error on Manager self-service

You must enter an original date of hire which is the same or earlier than the start date.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Responsibility : Manager Self-Service

2. Navigation-> Applicant Hire and Rehire

3. change effective date to future date.

4. select the Applicant.Ex-employee > click on Hire.

5. On the Next page click on the next button. > getting the error as shown below

  ORA-20001 You must enter an original date of hire which is the same or earlier than the start date.
