Symptoms

You have a requirement where you have to build exact number of multistop shipments as per the capacity that business will maintain for each type of equipment.

You are able to achieve a result where OTM is building shipments exactly as per the capacity that you have maintained but you are seeing an issue with the consolidation.

Even though OTM can add more orders into a shipment it is building least utilized shipments.
