Symptoms

After a 19c Database upgrade, Output Post-Processing requests fail with the following warning message:

Beginning post-processing of request 12345678 on node ABC123XYZ at 30-SEP-2020 19:43:55.
-- Publishing output
 
Post-processing of request 12345678 failed at 30-SEP-2020 19:43:55 with the error message:
ORA-24033: no recipients for message
