Unable To Unlock the EBS Instance from Secure Configuration Console After Upgrade To R12.2.10 (Doc ID 2740362.1)

Symptoms

After upgrade to R12.2.10 , User such as System Administrator is unable to unlock the EBS Instance from Secure Configuration Console. When the user tries to unlock it from the backend, the below error stack is observed:

at oracle.apps.fnd.security.ConfigManager.initFileLog(ConfigManager.java:307)
at oracle.apps.fnd.security.ConfigManager.setLogFile(ConfigManager.java:280)
at oracle.apps.fnd.security.ConfigManager.setLogFile(ConfigManager.java:272)
at oracle.apps.fnd.security.AdminSecurityCfg.execute(AdminSecurityCfg.java:424)
at oracle.apps.fnd.security.AdminSecurityCfg.main(AdminSecurityCfg.java:873)
